BY LAWS

2010 SEASON

ARTICLE 1

NAME

The name of the organization shall be NAVARRO ELLIS SPORTS ASSOCIATION (NESA)

ARTICLE 11

NATURE AND PURPOSE


The organization shall be non-profit in nature. The purpose of the organization shall be to provide charitable and educational activities, which promote physical fitness, good sportsmanship, academic excellence, teamwork and participation in recreational group activities by youth of Ellis, Hill and Navarro.

ARTICLE 111

YOUTH PARTICIPATION
This organization encourages participation by all youth in the Hill, Ellis and Navarro County areas in accordance with the age, grade, and weight guidelines (football players only). The guidelines may be changed from time to time by the Board of Directors, so long as there are no conflicts created with other organizations or institutions.

ARTICLE 1V

PARTICIPATION IN OTHER ORGANIZATIONS
This organization may participate in other organizations formed for similar purposes to its own when the Board of Directors deems it beneficial to this organization.

ARTICLE V

CHANGES TO BY-LAWS
The by-laws of this organization may be amended upon a formal written request, presented to the organization directors. There will be a discussion on the change at the time: however, the directors will not vote on the issue. There will be a 7-day minimum consideration period before the directors can act which will insure that the request to change the by-laws has been thoroughly considered. No changes can be made to the By-Laws after August 1.

SECTION A

BOARD OF DIRECTOR
The directors consist of the following members: President, Vice President, Secretary and Treasurer. The directors may appoint other positions as they deem necessary with no voting power.
Each board member will have voting rights. The Presidents’ vote will be counted only as a tiebreaker.
One vote per town, each town will consist of two members and one alternate

 

SECTION B

RESPONSIBILITIES


Manage the activities of the organization.
Vote on matters brought before the organization.
Fulfill individual director’s responsibilities (Article VI)


 

 

SECTION C

MEETINGS


Meeting will be the first Wednesday of every month from April to December at 7:00 pm, unless it is a holiday then meeting will be moved to the following Wednesday.
The board cannot call an emergence meeting without 48 hours notice.

SECTION D

INCAPACITY/RESIGNATION/UNWILLING/RECALL


The board of directors has the right to dismiss a current Board member from his/her position if they feel that said board member is not acting in the best interest of the organization. The termination of a board member must be voted on by the board of directors at a pre scheduled board meeting and must be a 2/3 vote by said directors. Should a board member be terminated from his/her position, the remaining board members have the right, but not the obligation to fill the position.
Should any director or appointed officer of the organization be unable or unwilling to fulfill the responsibilities of his/her office through incapacity or resignation, the remaining directors have the authority to, but are not obligated to fill the position.
In the event that the President’s position becomes vacant, the Vice President shall assume the President’s position and the Vice President’s position becomes the vacant position. The Vice President has the right but not the obligation to fill the Vice President’s position.


ARTICLE V1

BOARD MEMBERS DUTIES:

PRESIDENT

Shall preside at all meetings.
Assure compliance to NESA by-laws.
Implement the decisions of the League Council
Decide all questions of take out order and shall sign all official documents approved by the board.
Represent the organization at meetings of the other organizations in which this organization may participate.
Perform other duties normally associated with the office of the president.

VICE PRESIDENT

In the absence of the president, assume all duties of that office.
Shall be the ex-officio officer of all standing committees.

SECRETARY

Keep the roll and the records of the minutes of each meeting.
Record the Vote count at all meetings

 

TREASURER
Shall be responsible for all financial records, collections and disbursements.
All invoices must be available for review
Pay bills and co-sign drafts drawn against the organization.
Make oral financial reports to the Board at regular and special meetings Work in close conjunction with a certified public accountant as designated by the board.

HANDLING OF THE FUNDS

All funds collected by the organization shall be maintained in a local banking institution
The directors shall maintain the records of all funds deposited and disbursed.
The directors shall authorize all disbursements.
Two signatures are required for any disbursements
Any disbursements should have an itemized receipt
The directors shall further authorize all concession stand supplies disbursements.
A $50.00 fee will be charged for all returned checks. The fee must be paid in cash before the player may receive his/her uniform

ARTICLE V111

HEALTH CONCERNS

SECTIONS A

BLOOD RULE

If a member of this organization is bleeding or has blood showing on his/her clothes during practices or games, he/she must be removed from participation until all bleeding is stopped and all visible blood stained clothing is removed. This is a SAFETY RULE.

SECTION B

HEAD LICE

If any member of the organization has head lice, he/she will not be allowed to participate until all head lice are no longer present.

ARTICLE 1X

PARENTS

All parents of participating children must obey the field rules at each game.
Parents of participating children must sign a medical release.
No profanity, tobacco use, or drinking alcoholic beverages at games or practices.
Parents must not threaten a coach, fan, referee or anyone else while at any game or practice site.
Handling of the parents will be at the discretion of the local board.
Violation of these parent rules may lead to a verbal or writing warning or probation, and suspension.
Violation must be reported to the area board, the area board has the right any time to change the punishment.

ARTICLE X

SEASON

SECTION A

PRACTICES


Formal practices for this league cannot start any earlier than August 1st
Practices are limited to four(4) times per week or a total of eight (8) hours per week before the beginning of school After school starts practices will be limited to six (6) hours per week.


 

SECTION B

PLAY-OFF CHAMPIONSHIP

The Playoffs championship will be determined at a called meeting, after all conference games have been played.
Times, dates and locations will be determined. Teams will play 1st seed VS 4th seed and 2nd seed VS 3rd seed.

 

SECTION C

ADMISSIONS / NAME BADGES

1.Ticket prices will be $3.00 for adults and $2.00 for school age children
2. Senior Citizens, 55 years or older, ticket price will be $1.00
3. Each Football team will be allowed five (5) free passes for coaches.
4. Each Cheerleader team will be allowed (3) three coaches passes.
5. In order to receive a free pass, proper paper work must be registered with the organization
6. Only team water and drinks will be allowed to be admitted by a coach presenting a pass. (Outside food and drinks will not be allowed to be brought into the home team field by spectators this includes snacks for players

7. Name Badge

NESA will issue each town coaches/ team mom and/or dad name badges for the football and cheerleading season. Theses name badges must be worn to get into the games for free and also to be on the sidelines. Each town will receive up to one head coach and four asst. coaches name badges per age in group in football and up to one head coach and two asst. coaches name badges per age group in cheerleading. You may turn one of your coach’s badges per age group into a team mom / dad badge.     

Towns will need to submit the coach’s picture, full name and position and age group to the NESA board. 

Badge must be visible at all times.

 All coaches must have an official NESA badge, any team found to have more then the allowed number of coaches on the side line (5) and/or coaches with out the NESA badge will result to

1st offence: receive a verbal warning; Head coach will receive a verbal warning from the Town Rep.

2nd offence will result the head coach removal for no more then two games. If the offence happened at the end of the season the Head Coach will be removed for the 1st two games of the new season.

Town Rep will need to have photo proof and wittiness.   

SECTION D

HOME TEAM RESPONSIBILITIES

Home team must provide 3 people to run chains and down markers
(Must be over the age of 14 and have an adult supervising them, on play-offs and championship all must be adults)Home team must provide water on visiting team.


 

Security

It is not mandatory to have security at home games, but it is highly recommended that you do. The NESA is not liable for actions taken by others.
It is mandatory to have security at Play-Offs and Championship games. 



OFFICIALS

Three (3) Officials will be used in all games. Three officials must be used unless either official becomes ill, injured or does not show up. Both coaches have to agree and if one coach does not the one of the football directors of the organizations will decide. (If coaches have agreed to use less than three officials, the Vice president will coordinate the organization schedule with the officials.)

ARTICLE X1

COACHES AND TEAM MOM/DAD

These sections will apply toward all cheerleader/ football coaches and team mom/dad


 

 

 

 

 

 

SECTION A

RESPONSIBILITIES


In keeping with the organizations stated purpose, coaches and team mom/dad should demonstrate the highest moral values and set an exemplary role for youth of the organization.
Coaches and team parents should be sure that their rules and personal conduct instill in our youth the need for GOOD SPORTSMANSHIP *** COMMON COURTESY *** PRIDE *** MANNERS *** PERSONAL EXCELLENCE *** COOPERATION *** PHYSICAL CONDITIONING *** HUMILITY *** TEAMWORK *** AND A SINCE OF FAIR PLAY
The organization WILL NOT TOLERATE coaches or team moms/dads using Vulgarity, Profanity, Drugs, Alcohol, Tobacco, or any intent of bodily harm to anyone.
The head coach is responsible for the conduct of all persons affiliated with his/her team, including, but not limited to Assistant Coaches, Players, Parents, etc.
To support the organization and its directors by following all rules and regulations
Coaches and team moms/dads will stress academics to all participants, grades first
Coaches and team moms/dads will abide by all decisions by the board of directors
The directors have the authority to relieve coaches and/ or team moms/dads of their duties if they are not abiding by the rules of the organization and/ or contract.


 

 

 

 

SECTION B

SELECTION OF COACHES

Any individual wanting to be a head/assistant coach would need to fill out an application. Head/Assistant coaches will be board approved.
A head/assistant coach must never have been convicted a crime involving a minor.
The board has the right to do background checks on any prospective coaches.

 

SECTION C

PROSPECTIVE HEAD COACH


Each year the position of Head Coach will be filled based on the following prioritization.
The prospective head coach must have confirmed coaching experience.
The prospective head coach will be selected based on qualifications, seniority, and the approval of the NESA directors.
The NESA directors have the authority to overrule any of the above conditions if deemed necessary.

SECTION D

NEW FOOTBALL HEAD COACHES / ASSISTANT COACHES


A new head coach taking over an existing team, is allowed to protect his/her son/daughter, and is also allowed to appoint four assistant coaches, and protect their son/daughter as well. These four assistant coaches will be official assistant coaches of the team. These four official assistant coaches must be the four assistant coaches that are on the sideling coaching with the head coach on game day.
When a head coach appoints his/her four assistant coaches, and wishes to protect his/her son/daughter, NESA must have their names before the draft day, he/she must present the names of his/her four assistant coaches to his/her respective director, before the start of the first game. These four coaches will become the official assistant coaches of the team and will be the assistant coaches that are on the sideline coaching with the head coach on game day.

 



SECTION E

NUMBER OF COACHES


On game day, each team is allowed only five coaches on the sideline, these will be the head coach and four official assistant coached that the head coach appointed and provided the names of either before the date of the play day or before the start of the season’s first game. One coach will be allowed on the field for the C division on offense and defense.

 

All coaches must have a official NESA badge, any team found to have more then the allowed number of coaches on the side line, coaches with out the NESA badge, fans and/or non players on the side lines will be first verbal warned, 2nd offence will result in a 15 year penalty.  


 

 

 

SECTION F

CONTRACT/DISMISSAL GUIDELINES


The coaches and assistant coaches shall read and sign a contract indicating their agreement with stated goals in the organization, some of the organizations goals are as follows:
To teach the fundamentals of football and make it fun and interesting for players.
To teach sportsmanship and how to win and loose gracefully
To help build character in the children they coach
To help the team members build self-confidence by making them feel that they are a valuable part of the team.
To be good role model by:
Impressing upon players to say no to drugs and alcohol
Not smoking on the sidelines at practice or during games
Getting along with other coaches and parents and discuss any disagreements away from practice and/or games
Not using foul language in front of any players.
To remember that you are the coach and that the game is for the players and not the adults.
To do your best and organize practices that are fun and challenging for the players
To give each player fair play time
To do your best to provide a safe playing situation for your players
To place the emotional and physical well being of your players ahead of any personal desire to win
To play your backup players when the team is ahead by 18 points or more
Not to call time-outs with seconds left on the clock when a team is ahead by ten (10) points
To be knowledgeable of the rules of youth football
To adopt an even broader view than team and think of the welfare of the kids in the league
To support the organization and it’s directors by following all rules and regulations stated therein.
Uphold and support organizations by-laws
The contract will state that the failure to follow these guidelines will lead to their dismissal by the following guidelines.
First offense- Verbal warning with written documentation from the appropriate director.
Second offense- Written warning presented to the offender by the appropriate division director.
Third offense- Dismissal from the organization, unless the first and second violation is of such severity that requires immediate dismissal. 

ARTICLE X11

CHEERLEADERS

SECTION A

DIVISIONS


To the best of the Cheerleading directors ability, all cheerleaders will be placed in divisions according to their grade levels. This is for safety reasons and so that the girls are cheering for their classmates and not for kids who are above or below them in grade level. Exceptions will be made if a sibling is playing football and the kids need to be on the same team. A child may only move up or down one division.

"C" division will be kindergarten, first and second grade.
"B" division will be third and fourth grade.
"A" division will be fifth and sixth grade only.
This may be subject to change each year depending on size and by adding a division, if necessary.
Each division will be handled in the same uniformed manner.

SECTION B

SELECTION OF TEAMS


This is to place each and every cheerleader in a team in his/her grade level.
Directors shall make every attempt to divide the cheerleaders as evenly as possible so that each team has the same number of cheerleaders.
Directors shall attempt to place cheerleaders in requested friends, if possible, which would make some teams larger or smaller than others..
Cheerleaders teams are not organized until football players sign up and are divided into teams.(This is usually completed by late July)

SECTION C

CONDUCT


Appropriate manners will be used at all times towards adults.

SECTION D

CONTRACTS


Each cheerleader in the organization must have their parent or legal guardian sign a contract giving permission for the child to participate in the NESA. Each cheerleader must have a medical release form signed by a parent or legal guardian.

 

 

 



ARTICLE X111

FOOTBALL TEAMS

SECTION A


DIVISIONS

 

Age eligibility will be based on the child’s age as September 1st of the current year. Children who are at the league age twelve (12) and can show proof of being home schooled (i.e copy of the curriculum) will meet the eligibility requirements.

 

OUT OF TOWN PLAYERS

 

Each team is allowed two (2) out of town players, all out of town players must be presented to the board for approval.

 

Out of town Players disqualification

 

Players must play for the NESA Town in their school district, if there is no NESA in their school district then the player may be eligible to play as a out of town player.

A DIVISIONS

Consist of 10,11 and 12 years olds. Twelve year olds are not eligible if they are able to play for the school district.

B DIVISIONS

Consist of 8 and 9 year olds.


C DIVISIONS

Consist of 5,6 and 7 year olds

4yr olds can play but parents must sign a release.

SECTION B

DIVISION MODIFICATIONS


A-DIVISION

 

 Weight limits 125 lbs ( Any player over 125 lbs must be an X player) A- division player that is under 125 lbs. at weigh in can gain an additional 5lbs (130 ibs) during the season and will not be considered and X-player. Any player that is protested and weighs over 130 lbs will be an X player (See section Q protest)

This Rule only applies if you do not have enough player to make a B-Team limit of three (3), approved players must weight in at the official weigh in.

 

Definition per NESA board of not having enough players to make a B-team is less then 11 players.

Players 10 years old can play down if they weigh 100 lbs or less, but must be an X player. Any players must be brought in front of the area board, approved players must weight in at the official weigh in.

B-DIVISION

 

Weight limits 100 lbs (Any player over 100 lbs must be an X player) Any B-division player that is under 100 lbs at weigh – in can gain an additional 5lbs (105lbs) during the season will not be considered an X- player. Any player that is protested and weighs over 105 lbs will be an X player. (See section Q protest)

C-DIVISION

 

 Weight limits 75 lbs ( Any player over 75 lbs must be an X player) Any C- division player that is under 75 lbs at weigh-in can gain an additional 5 lbs (80 lbs) during the season and will not be considered an X-player. Any player that is protested and weighs over 80 lbs will be and X player (See section Q protest)

An "X" player can kick and / or punt the ball. The "X" player plays a down lineman position from end to end on both offense and defense. An "X" player can intercept the ball, but cannot advance the ball (dead ball spot).

SECTION C

SELECTION OF TEAMS/RETURNING PLAYERS


All players returning from the previous year will automatically be assigned to the same team and Coach that he/she played for the previous year if the team and / or Coach are still in the same division.

All children moving up from "C" division to "B" division and from "B" division to "A" division will go in the draft.

If the player does not wish to return to the same team or coach, he/she may state so at the time of registration. The waiver request must be documented on the original registration form. In this case, the player will be placed in the "open draft". Player may waive only one team or coach. The player may not choose the team he wishes to play on.

Any player who quits during the season and their registration fee is refunded or will be placed in the "open draft" the next year and is not eligible to be used as a free pick.

A player once assigned to a team is property of that team for an entire season. If a problem should develop then the Football Division and Coaches shall disuses the issue and solve the problem with the child’s best interest in mind.




 

 

SECTION D

PROTECTED PLAYERS


Each returning head coach has the opportunity to freeze up six (6) players from his/her previous years team. The following combinations will be the only ones accepted by NESA.

Six (6) players selected from the team in which he/she was head coach the previous year.

The head coach’s son/daughter and five (5) selected players from his previous years team.

Head coaches son/daughter, one (1) Assistant coaches son/daughter, and four (4) random from the team he/she was head coach of the previous year.

Head coaches son/daughter, two (2) assistant coaches son/daughters, and three (3) random players from the team he/she was head coach of the previous year.

SECTION E

PLAYER EVALUATION DAY

Any player participating in the Play Day activities as a player eligible only in the draft. If a coach freezes a player from his/her team from the previous year that coach is responsible for assuring that the player does not participate in the Play Day activities.

The purpose of player evaluation day is to give the coaches an idea of the players abilities that are open to the draft.

The football directors with the assistance of the football coaches will conduct an evaluation sheet for all players that have not played with the organization the prior year or the players moving to a different division.

Players in the open daft will need to be evaluated on their overall abilities which will be enumerated one (1) which needs work to five (5) being excellent.

SECTION F

OPEN DRAFT

Any player who plays in the NESA and does not wish to play for the team or coach he/she played for the previous year, that player must be placed in the open draft.

The morning of the draft day, the coaches will be given two list containing returning players and protected players for every team.

 

All players in the draft along with the players evaluation information along with age, weight and height.

The head coach of each team in each division will draw a number to determine the order in each which team will pick.

Each team will receive a first round draft choice.

In the second round, the team with the least number of players will pick until the roster equals the next lesser team, This will continue until all teams are equal.

Once all teams are equal, each team will take a turn selecting players in order of the number they drew.

An appointed "Players agent" does the placement of all players during draft day and the season. The players agent will be a football director only if he is not a coach in a division. If all football directors and coaches then the board of directors will select a board member to be the players agent.

There will be no assistant coach option.

Sibling picks count as two picks.

There will be no cousin option for any division

When all payers have been selected from that division the coaches will have a limited time which will be set by the football directors before the start of the draft trade players with another coach. Coaches should take in consideration any documentation on registration forms, for example: transportation, friends, etc.

SECTION G

LATE REGISTRATION FOR FOOTBALL PLAYERS


Players who registered after the draft, will be placed on a team at the discretion of the players agent

First priority must be placed on maintaining an equal number of players on team. If there is a disagreement the decision will result in a coin toss.

SECTION H


 

PLAYERS RESIGNATIONS

When a coach is notified of a player quitting, the coach must present the players paperwork and equipment to the football director to receive a new player.

Coaches must mark on the roster of any players who are not going to be playing that day, all players who have quit must be reported to the area board.

SECTION 1

PLAYING TIME


Players must play a minimum of 6 plays. (All plays count even Kick Off and Kick Return)

SECTION J
ROSTERS

Before weigh-ins each town will receive a blank roster, all information will need to be typed in for weight ins. Information needed.

A.          Jersey number

B.           Full name 

C .                 Date of birth.

D.      Age


Each town will receive an official rooster after  weigh-ins of all the opposing teams’ with  official weigh ins, and x players certified the NESA board, there will be no exchanging roosters before the game, but coach’s will have to mark all starting back field and any players who are not playing that day.

A roster will be needed for the press box, this roster information will only need to have jersey number and players name.


SECTION K

WEIGH-IN

Board will vote on weigh-ins dates and location. All players who don’t come to weigh-ins will be recorded as a X-player.



SECTION L

CERTIFICATION PROCESS

Each team will maintain a team roster notebook which will contain the following.

 

Team roster

NESA By laws.

X Man list

Single protected sheet on each player which will contain the following:

Registration form (front side)

Uniform picture of the players (attached to registration form on to bottom right side)

Liability waiver

Birth Certification (top back side)

Parent Contract


Jersey numbers will be keep in a notebook in ascending numerical order.

The NAVARRO ELLIS SPORTS ASSOCIATION (NESA) will certify each notebook. The registration form will have. NESA stamp on the edge of the picture form.

Prior to the start of the first game each coach will verify the opposing teams book to insure the picture is correct X-men are marked and the book is certified by NESA

All coaches will have their books at every game and available to be reviewed by opposing teams or any board of directors upon request.



Before each game the head coaches will swap player rosters. Each player rosters will denote X- players and starting backfield. 

SECTION M

PLAYER CONTRACTS


Each player in the organization must have his/her parent or legal guardian sign a contract giving permission for their child to participate in the NESA

The contract will specify the players full name, birthday, address, telephone, number, school attending, and grade.

In addition the contract must contain a release allowing the board of directors of the organization to verify with the players school his/her age, grade and address.

SECTION N
EQUIPMENT


All division teams must wear uniforms provided by the organization including pants jersey helmet shoulder pads (7) piece pad set and mouthpiece. Parents will be responsible for providing socks and shoes. In order to keep teams uniform no jersey or pant divergence will be permitted

All snap-in pads must be designed to fit pants

Shoes may be football or soccer shoes with rubber soles and rounded non-detachable cleats not over ½ inch long. No rubber cleated baseball shoes will be allowed due to the toe cleat

All football players will not be allowed to wear any type of jewelry during a game or practice.

Jersey numbers- Exceptions to normal rules pertaining to jersey numbers and position played are acceptable.

All division players will not be permitted to use a clear mouthpiece. Preferably the color the organization provides (dark color will be accepted). Mouth piece shall not be altered and must be attached to the helmet at all times.

Only clear face shields will be allowed as per UIL rules. Tinted face shields are not allowed unless it is prescribed by an ophthalmologist. A copy of the prescription must be submitted to board before a player is allowed to use anything other than a clear face shield.

A and B Teams will use junior or youth size footballs. C Team will use Pee Wee K2 football.

SECTION O

FIELD RULES


All coaches and players must stay within the two (2) twenty-five (25) yard lines or the team may be penalized fifteen (15) yards. The exception to this rule will be in the "B" division where one coach is allowed on his teams sidelines from goal to goal but all others must stay within the two 25-yard lines.

Any mechanical or electrical equipment used must stay on the side of the field of the team using the equipment and within 25 yard lines.

Coaches are not allowed on the field during the game except for the following.

 

Authorized time-out

Injury

 

In C division, 1 coach may be on the field for offense and 1 for defense, the coaches on the field MUST be out of the way of play or you can get a 15 yard penalty.

 

Official instruction or league rules.

 

In all age groups A, B C you cannot line head up over the center. Penalty is 5 yards. 

 

 

 

 

 

 

SECTION P

 

 

GENERAL MODIFICATIONS

 

The NESA will play under the National Federation of State High School Association except as amended herein. Any violation of the amendments herein except those amendments with specifically started penalties shall require a 15 yard penalty against the offending team. 


POINT RULE

 

 In recognition of good sportsmanship any team that is 18 or more points ahead shall replace the starting backfield (including the quarterback and running backs) after the extra point is made. These players will be considered an X-man with the same restrictions so long as the team remains 18 or more ahead. The head coach shall denote the starting backfield with his roster at the beginning of each game. There starting backfield players must play a minimum of 6 plays to be considered the starting backfield. Roster shall be presented to the appropriate division director. Any violation of this rule will be considered unsportsmanlike-like conduct, which will result in a 15-yard penalty for each violation.

EXTRA POINTS

 

Extra points will be played from the two (2) yard lines (line of scrimmage)

Three points will be given for place kick

Two points will be given if a team passes a ball

HALF TIME 

 

The half time will be five (5) minutes for "C" division games and eight (8) minutes for "A" and "B" division games. In the "C" division each team will be allowed two ½ minutes for half time activates. In the "A" and "B" division each team will be allowed four (4) minutes for half time activities. Any team taking longer then the allotted time will be penalized fifteen yards on the second half kick-off.

OVERTIME

 

In the event there is a tie score at the end of regulation, the following overtime rules will apply. A coin flip will determine which team gets the ball first. The possession will start on the ten-yard line. Each team will receive up to four plays in which to try to score. If a team scores before their fourth play they forfeit their remaining plays. Each team is only allowed to score once per possession. If the score made is a touchdown, an extra point try will follow. If the touchdown is scored on the fourth play, the team is still allowed an extra point try. If the first overtime ends in a tie score, each team is given a second overtime possession. The rules of the second overtime are as the same as the first. Any over time after second will be played with the ball starting on the 20th yards line, there will be no first downs, turn over will be a dead ball and the opposing team will then have their turn.


 

 

 

 

 

SECTION Q

PROTEST


Protest on any interpretation or violation of by laws or playing rules may be made: but not on the judgments of the officials or fields assigned by the schedule after the game is finished.

A protest against team for any violation of the by laws will result in the loser of the protest forfeiting the game, at the board of directors discretion.

Coach who is filing a protest must inform the opposing coach and, head official of protest.

Protesting town has until 8:00 pm of game night to contact an area board member to file a formal content to protest.

The protesting town must bring a fee of $50.00 dollars payable to the opposing town to the protest meeting, if a protest is filed and later dropped the fee still must be paid to the opposing town.

If the board finds on the behalf of the protesting town they will get to keep their money, but if the board finds on the behalf of the accused town then they will keep the money.

It is not a protest nor do you have to pay to look at the opposing teams books.
